Joel Hinzman is a seasoned government affairs executive with more than three decades of experience at the intersection of business, technology, and public policy. Having previously served as Vice President of Public Sector & Engagement at Oracle, Joel lead the company’s engagement with Congress, the Executive Branch, and regulatory agencies, ensuring Oracle’s priorities were advanced across federal, state, and international arenas. He also represented Oracle in major industry coalitions and trade associations, shaping policy on issues ranging from cybersecurity and national security to healthcare and utilities.
Previously, Joel served as Senior Director and Director of Government Affairs at Oracle, where he played a central role in securing multi-billion-dollar federal contracts, leading legislative negotiations, and managing high-stakes political challenges. His leadership was instrumental in securing the U.S. Air Force ECSS contract valued at over $1 billion, negotiating reforms to the Federal Information Technology and Reform Act (FITARA) that preserved Oracle’s sales model, and resolving a $6.5 billion state lawsuit with only a $25 million settlement. Joel also spearheaded coalitions with Fortune 100 companies, as well as Cisco, Intel, and IBM, to influence defense procurement and technology policy.
Before joining Oracle, Joel was a Congressional Relations Officer at the U.S. General Services Administration (GSA), where he served as a political appointee in the George W. Bush administration. He was the agency’s lead on acquisition policy and multiple congressional investigations and worked closely with the White House Office of Management and Budget on implementation of the President’s Management Agenda.
Joel has served as a Professional Staff Member at the U.S. House of Representatives, serving on the Committees on House Administration and Veterans’ Affairs committees. In these roles, he oversaw House officers and legislative branch entities, worked closely with House Leadership on the operations of the House, directed coalition strategies on major legislation, and guided oversight of the Veterans’ Administration’s IT and Y2K readiness.
Recognized for his bipartisan approach and coalition-building expertise, Joel has advised senior executives, policymakers, and industry leaders on technology, procurement, national security, and regulatory issues. He has been an active member of leading business and technology associations, including the U.S. Chamber of Commerce, Aerospace Industries Association, HIMSS, and the Professional Services Council, and helped found the Center for Procurement Advocacy.
